Bengal Delta Relief Shifted From Evacuation to Rebuilding as Waters Recede

Delta authorities said Sunday that river levels had fallen enough to reopen most secondary roads in Khulna and Barisal divisions, allowing relief convoys to switch from boat drops to ground distribution for the first time in nearly two weeks.

The latest regional estimate lists more than 1.8 million people displaced at least temporarily, with the heaviest damage in low-lying storage districts where early rice and lentil stocks were kept before shipment. International agencies said the figures remain preliminary because several island unions are still reporting by intermittent satellite link.

The losses helped push the Climate Stability Index to 67 this week, a one-point decline despite calmer sea-surface readings elsewhere. Officials cautioned that the index masks sharp local hardship, particularly in places where households had already borrowed against this season's harvest.

Bangladesh's finance ministry said it would redirect part of its coastal embankment fund to emergency home repairs while seeking concessional loans for clinic replacement. Local leaders urged donors not to focus only on headline flood deaths, saying the larger test will be whether families can replant, reopen shops and keep children in school before the next round of rains.
